I had this bug in the Village House, but I assume that it works the same in any location with Banish card closing requirement: after asking if I would like to close location I have selected another character in another location and only then pressed yes/close. As a result I was asked to banish the card of this another selected character that has no connection to the location that I'm trying to close at all.
