Master's Tools quest logic error

When you return the items to the Vithrak leader, there is a dialogue option saying that his scouts ambushed you on the way back. If you took the master staircase to say level 11 and then went down to 12 without meeting the scouts again, this shouldn't appear as an option

Not a bug. I submitted this before and was told that I was ascribing context that wasn't there.
