Are these defenses/damage considered normal for a simple soldier?

I don't think so.

Mercenary Soldier defenses in my PotD game:
def 117 / for 94 / ref 116 / wil 70

 

And the damage is 2 digits at best.

Is there a way to fix it? Or I'm screwed and I have to fight only enemies with 200def?
