Outside of combat, even with my two party members equipped with the boots of speed, they are still walking slow. I understand that the nerf was so that members that have the boots don't run too far but was it also intended that when all members have a pair, that they are limited in speed as well?

You are actually moving at the same speed as the rest of the party, it just looks funny outside of combat. We do have a bug in for that. The boots do work once combat begins.
