Problem with Against the Grain task

The problem I am facing is that I can't get the task to initiate. I go to the windmill but nothing happens and Sweydur and the two angry villagers just stand there. No argument starts or any dialogue. Can't go into the windmill.

 

So at this point I am basically locked out of it for the time being.

Welcome to the forums and thanks for joining us! Are you playing on Steam by any chance? Try verifying your game cache and see if that clears up your issue. In your Steam library, right click PoE > Properties > Local Files > Verify Integrity of Game Cache.
