It doesn't work with most of the spells. The only spells that seems to be affected are the one like minoletta's missile that work like a physical attack

Thanks for bringing this to our attention. I appears that the accuracy bonuses are not being added to aoe spells in general, but it works fine with single target spells. I have written up a bug for it.
