Hi, 

 

The ring above is one of many equipment items that  has a "Spellbind". In this case the ring grants Arcane Dampener. But how do you use the spell? Do  I assume that this ring must be used by a spell user only (pally, wizard etc) and if so where does it show up for use?

What? No, you put it on and then you'll get a new button/icon with the spell in your action bar. Doesn't matter who puts it on - always works the same. If it doesn't show up, save, restart the game und reload.

Sometimes this happens. It might also happen with Spell Chance (triggers on x% of hits/crits) and Spell Holding: they won't fire after you put the item on for the first time. Sometimes it helps to take the item off and put it on again - but most of the time I just save & reload.
