Potion of major recovery states :

-4 duration of active hostile effects for 30s. I always assumed it means that the active hostile effect are reduced by 4s and therefore do nothing if they were initially not longer than 4s

 

But in the attached screenshot you can see that it doesn't reduced the time my character is paralyzed (he was being grazed by Lagufaeth for 3.3s)

 

Is it the expected behavior?
