It stacks with ruffian specialization(+6 stillettos) but gets suppressed by Prey on the Weak(+10 stilletos) Therefore, you end up in a strange situation where if you have the talent and get either one of the above, you end up with the same exact accuracy. (+4 from flick and +6 from spec) vs (+10 from prey, which suppresses flick)
