Boots of Speed are not behaving how one would expect. When you first enter a zone, they apply a bit of a speed buff. If you enter scouting mode, the characters with it equipped move faster than they would while unstealthed. I haven't tried other speed buffing items to see if this is true of all items with +Move Speed yet.

I've been using this as a pure convenience factor, no need to ever leave stealth.
