Casted lay on hands in a battle defending the stronghold. Every time my character got hit it increased.

 

It was ticking for more than 2k

 

 

Tbh there has been gamebreaking bugs in this game since release. Might be done with your games obsidian (except maybe if you get to do another fallout)
