[2.0 beta] No fog of war in Gilded Vale

Not sure if this is intentional or not but it seemed like a bug- when going to Gilded Vale for the first time (and just after updating to the 2.0 beta) there's no fog of war- the entire map is shown with markers. Is this intentional?

To the best of my knowledge, none of the cities have fog of war.
