August 16, 201510 yr Hi, I noticed in the 2.0 beta, the Phantom Foes Cipher 2nd level power does not cause enemies in the AoE to become flanked (merely the targeted enemy, actually it wouldn't cast without targeting a specific foe, so perhaps the targeting is wrong?]. It does cause enemies in the AoE to become frightened though.
