It's not really a bug and I don't know if you want to improve this. But here is a suggestion

 

My cipher with the Crowd Control AI often use Whisper of Treason when there is only one enemy. It does not seems to be the best option for me (but maybe I am wrong?). Maybe he should use other crowd control spells in that case or even Soul Shock.

We have updated the AI so that Whisper of Treason will only be cast if there is more than 1 target. This will be released in a later patch in the future.
