Reinforcing Exhoration and its usefulness.

How useful is this command?  I mean how much does +25 deflection do for a dpser who has around lets say 65 deflection (Random average non shield user) so now that dpser has 90 deflection...they are still going to take big hits especially in PoTD where if you don't want to be consistently hit you better be over 120 deflection (a lot more for big bosses).  So that leaves you using it on the second tank (if you are the other tank or both tanks if you aren't) of the party who probably has massive deflection (140+) does he really need another +25?  I can think of only one enemy in the game...The master below where a tank needs more then 150 deflection.  What do you guys think of this ability?

Or give your tank a 2 hand weapon in the other weapon slot.

The 2handed tank I can see but you cant get it until 7 at least so you don't have access at lower levels.  All other other exhortations I find damn good use for thought.  I hate that Hastening Exhortation is per rest but its really powerful so I get it.
