In the tavern "goose and fox" some patrons look like ghosts.

This picture was taken after the riots in defiance bay after the duc has been killed.

Im am not sure if it was different before.

These are the members of "The Forgotten" and they appear in the tavern after you kill them on the bridge.  The gold name tags indicate their backstories were created by backers.
