New party members level one only

When hiring new party members at the Salty Mast the option to purchase level 1 to 5 characters is offered, at an ascending price per level.  Regardless of level purchased, however, the newly created character is always level one.  What gives?

Are you leveling up the character? Check to see if the "+" symbol is on your new character portrait.
