Character Race is not enforced when choosing stats

It appears you can deduct the points you get from your character's race choice and put them into something else. This does not make any sense ...

Yes you can redistribute racial bonuses to other stats. The pluses and minuses do however allow you to have a higher/lower maximum starting stat. For example a Aumaua can start the game with 20 Strength, while an Orlan can only start with a 17.

This really needs to be detailed in further products. One of my big pet peeves about Chargen was that customization didn't really matter.
