I created all the upgrades but the achievement isn't unlocking. Is anyone else experiencing this?

Same situation for me.

This has been noted and is slated for Patch 1.04 (Patch 1.03 is the one coming out this week) and will be retroactive once loading your save game.

Configure browser push notifications
Chrome (Android)
  1. Tap the lock icon next to the address bar.
  2. Tap Permissions → Notifications.
  3. Adjust your preference.
Chrome (Desktop)
  1. Click the padlock icon in the address bar.
  2. Select Site settings.
  3. Find Notifications and adjust your preference.
