how much does a cypher's powers show up in dialogue?

because they're supposed to be able to read minds and souls if I'm not mistaken.

Not often. Mostly when dealing with other ciphers or mind manipulation, actually.

If I'm typing in red, it means I'm being sarcastic. But not this time.

Dark green, on the other hand, is for jokes and irony in general.

I was hoping to get special dialogue options during my convo with Lady Webb, but I didn't see any. Of course I think I have that turned off, too, so I probably wouldn't know even if they were there.

There are none, but one of her ciphers does bring it up.

I know there's a lot when it comes to interacting with the Grieving Mother.

It does make things rather interesting with Grieving Mother, probably due to a better understanding of your own mind.  Additionally, (if you don't like bringing her along), there are several points in the game which require/have a better resolution with a cipher around.
