When first talking to Vicent Agosti in the Vailian Embassy as part of the quest "The Child of Five Suns" and selecting option 1 "Ambassador, please hear her out." or option 2 "Quit stonewalling and pay attention for once!" no further text loads. Choosing option 3 "Remain silent." continues the conversation as normal.

NOTE: Pressing spacebar when this happens continues the conversation.

I seem to have experienced this as well, I have The Child of Five Suns quest, but when I speak to Agosti there is no dialogue option related to it. I thought it was the quest regarding the relic smugglers, but upon completion of that, no further advancement happened. 

I can also confirm this bug. 

 

Workaround: Choosing option 3 remain silent continues the discussion

EDIT: Entering a console command seems to nudge the conversation along, even with the diplomatic answer. I entered "quit", but I'm guessing anything will do.
