I have the game set to full screen but I can not screen edge scroll on the right side where I have a another monitor. Is there any way to lock the cursor inside the game?

If you open the options menu and select the Graphics tab, you should see a toggle for Cage Cursor. Turning that on should keep your mouse from moving to your separate monitor. Please note that there is currently an issue where after playing the game for some time, the cursor can become unlocked. Until this issue is fixed, please toggle the option on and then off again to resolve the issue.

Cage Cursor didn't work for me the one time I was able to try it (game refuses to launch past black screen now)

Yeah, the "Cage Cursor" setting is at best an unreliable solution to the problem.
