Graphics Issue

I don't know if this is the place to report this, but I have been running into this same issue on and off. The game will be fine one minute and the next it does this

 

Edit: Forgot to put in some more info. It only does that when my characters are moving around. Once they stop it goes back to normal until they move again and if I save/reload it also fixed the issue for a little while as well.

I hope this can be fixed soon as it is making it look like I might have to put playing this great game on hold until then.

Yep that seems to be the same issue I am having. Much to my disappointment the problem still exists in the 1.3 update.
