Is it still possible to build a high damage paladin?

Not sure. We haven't seen the changes made to Flames of Devotion and possibly the associated Talents (Remember Rakhan Field & Intense Flames). Flames of Devotion supposedly was nerfed and also turned into a Twice/Encounter Ability.

 

Also, I'm not sure I would call it a "high damage" Paladin, but rather a "spike damage" Paladin.
