I don't think Vicious Fighting has ever worked

The description says it should add +10% Hit to Crit conversion on top of the 10% you get from Dirty Fighting, however in combat I have Dirty Fighting active and the active effects says that I've only got +10% Hit to Crit chance.

Talents that affect abilities not working properly is a known issue.
