Expected Result: When I load a game, the modal abilities I had activated should be activated.

Thank you for your post. This issue is partly related to your other post with Reckless Assault suppressing itself. Thankfully this has already been fixed in our latest builds. Thanks for the bump and your support!  :thumbsup:
