[392] Arquebus reload animation sometimes blocks spellcasting

To reproduce: equip wizard with arquebus. Fire. Cast a spell. 

 

Expected: wizard casts spell immediately after recovery.

Observed: wizard is busy reloading arquebus and won't cast until it's done.

I think that's intended. Isn't the reloading considered part of the recovery?
