In my copy of the game, any time someone is supposed to be speaking German, there is no voice (with the exception of some cats).

I do have the Australian version, so I was wondering if this was merely part of the censorship or whether it is just a bug?

It could be a bug but regardless someone has made an uncensor mod for the PC version of the game which also restores this.

Hopefully people can share it around so people don't resort to downloading the game illegally due to censorship.

You could re-install the game. But youf country is the MOST restrictive. Sorry bud.

I did actually discover that uncensoring patch shortly after posting my question, and I discovered that it was in fact the voices being censored.
