I did actually discover that uncensoring patch shortly after posting my question, and I discovered that it was in fact the voices being censored. -
In my copy of the game, any time someone is supposed to be speaking German, there is no voice (with the exception of some cats). I do have the Australian version, so I was wondering if this was merely part of the censorship or whether it is just a bug?
