Basically 'Truth To Power' does not trigger. I've tried it numerous times. I've used all three farts on each of the characters to no success. They are as I understand it to be correct:

 

Father Maxi

Principal VIctoria

The Mayor

The Prince of Canada

 

 

It's not the Prince of Canada.

It's the Prime Minister of Canada, the guy you saved from the cave.

You have to fart on him before you speak to him, if you've already spoken and freed him you can't complete this if you've already freed him.
