Master Vandar in KOTOR II?

On IMDb.com, it says that one of the voice actors in KOTOR II plays the voice of "Master Vandar Tokare" . I am pretty sure Master Vandar was the little green yoda guy from KOTOR, as none of the Jedi Masters from the council were called that (Vrook, Kavar, Vash and funny moustache guy; Jek-Eil or something cant remember exactly). If this is the case, then where is Master Vandar KOTOR II <_< ? I have never encountered him, tho Ive only played LS male. Or is IMDb mistaken?

On Dantooine, just as you step out of the Hawk, there is a protocol droid. Talk to him, you'll discover he has a corrupted data file. Repair him (wneed high enough repair skill), and the droid will play the file. The file consists of a hologramactic recording of Master Vrook and Master Vandar talking about - I assume to be - you.

It's basically just a minor cameo appearance, but Vandar is in there.
