I think it's easiest to think of a Moff as the president or prime minister of a country, while anyone with a General, Commander, Admiral, etc. rank is actually in the army/navy forces in "earth terms". <{POST_SNAPBACK}> Ummm not quite, Moff's have a little less power and there are more of them. Only one person was promoted to Grand Moff (that I know of) before the emperors death, and that was Tarkin so I suppose he could be the PM. But the others were in a different possition.
