Would you believe someone like Palpatine is the kind, caring figure almost everyone thought he was? Besides, Kenobi isn't a Sith, he's just an Emperor. I know that the Sith would have tried to try and overthrow him if he wasn't Force attuned, but I'm going to somehow make them afraid of him.
