I couldn't help but notice browsing around the game file directories that Bastilla had sound files that were similarly named to the playable character's. You will find the files I speak of in the StreamSounds folder.

Attached is an image of the files.

You will note that only playable characters have these sound files for them.

So I wonder if at some point in development they were planning on letting Bastilla join your party.

Simply left overs from KOTOR 1.

If they were really leftovers, then why don't other KOTOR 1 PCs have them? Your explaination is kinda flimsy.

In the kotor files, they all had caps. In the kotor II files, they are lowercase. These are caps.

How about G0T0 and HK-47, you will also note that t3m4 is lowercase. The capitalization is not the same thoroughout all the files, and if it is simply leftover files. Why weren't they removed? Were they planning on using them again?

Did T3 even have a soundset in KOTOR 1? I never used him there.

Your asking why Obsidian didn't delete them? Because they are lazy asses who can't finish a game to save themselves. And Bastillas sound set is used. When your fighting her in the Tomb at Korriban. They simply took them from KOTOR 1.
