Is it impossible to gain influence with Bao-Dur by talking? Is this a case where my action have to speak for themselves?

Yes and Yes. Think about his personality for things that might give influence and most of the time it will.

I have to agree with Volourn.  Bioware is pretty much dead now.  Deals like this kills development studios.
