The international versions are created completelly sepparate from the english version, Lucas sends the code to someone they trandlate the text and they add their own voice overs. there is just way too much vocal and text to have "all" languages in there. it would prolly take another 3 CD's. sorry man, maybe you can take it to best buy and trade it in lol, something liek that. It even possible to have subtitles by keeping the german dialog.tlk file and overwrite the English one. That what I did to my English versions of KotOR I and II (but the dialog.tlk is French).
