There's no one you should have talked to. Like justin said, it's one of those unfinished quest bugs that they had no time to fix.

If you are playing on pc you can find a fix here:

If you're playing on Xbox, then it's a bug that you can fix (unless your box is modded).

Configure browser push notifications
Chrome (Android)
  1. Tap the lock icon next to the address bar.
  2. Tap Permissions → Notifications.
  3. Adjust your preference.
Chrome (Desktop)
  1. Click the padlock icon in the address bar.
  2. Select Site settings.
  3. Find Notifications and adjust your preference.
