I wouldn't doubt that. Although it'd be funny if this time it was the XBox they had to delay till atleast after Christmas. All those Xbox gamers anxiously waiting to open up their new Christmas presents and play TSL find a lump of coal instead. :D

as to the second part:

 

as long as Atton and Atris aren't as whinny and stand-offish (respectivly of course) as their predicessors then it really doesn't matter that much to me if they look like the past characters, though it stands to reason that they would look similar since they would atleast have some basis off of the original game and the OT.
