This is still bugged and half the drones are not spawning leaving the quest impossible to finish.

In fact, the only time this has been bugged for me is after the patch that was supposed to fix this.

I had this happen on two or three playthroughs. If you reload a save they should resume spawning. At least, that worked for me.
