Methods of Applied Force quest bugged

I have completed the quest to the point where you need to return to Ruth

after giving control to Order for the archive.

. However when i try to speak with her, she only gives the option to "casually talk to her" and there is no option to finish the quest. I have done all the other parts of the quest including the optional ones.

I am saving the same problem. It just gives me the dialogue to leave the conversation.
