After reaching level 18 the flaw Easily distracted enforces the negative and let's me only add points to the lowest skill, but the benefit of 3 skill points is not working anymore.

I'm having the same issue. Started at Level 20. 

Happend to me at level 19, currently grinding to level 20 to see if it corrects itself

Same here, at level 19 on PS5, the bonus of the flaw stoped working and I only got 2 point instead of 3.

That's, let's say, a bit annoying. 

Is there a way to fix that ? 

 

 

If you are on PC, there is a mod on NexusMods called 'More Perk Points'. You can just download the 3 points version. I think the latest patch might have fixed the Easily Distracted perk though, as I got 4 points on the last level-up.

So I have the same bug. Im on xbox SX and upon getting to lvl19 I got only 2skill points instead of 3. At that moment I was inside the garden in cloister (the xp from discovering triggered the lvl up). However, by loading a former save before going on cloister and going on praector instead and lvl up there I got my 3points. Tried the same thing again in the garden on cloister, 2 points again. So I dont know if its link to the planet or the location within it but apparently it works fine elsewhere. Guess I will try to level up again somewhere else on cloister see if it work. If not I will have to go outside of it any time I want to lvl up

That's really interesting, playing on PC and specifically going into Laplace's garden and getting XP from discovering it triggered this bug for me too, and it's specifically that discovery, I reloaded to before I entered, went and killed a bunch of mobs and then discovered spireton and that triggered my level and the bug did not happen.

Just want to say the exact some bug happened to me at the same level too nonetheless. And can confirm when I got my next level outside of the garden I got 3 points again, if that helps anyone. I didn't have a save from before I entered the garden unfortunately.
