The Drowned Kingdom: trying to clear quest

Hi I started out trying to figure out without a guide (which I generally do), but I couldn't find the King as my quest journal says so I looked at this guide:  https://www.neoseeker.com/pillars-of-eternity-ii-deadfire-beast-of-winter/walkthrough/The_Drowned_Kingdom

It's a part of the Beast of Winter DLC

EDIT: reading this : Once you've found four wandering soulsI'm guessing I haven't found all of the wandering souls.  Going to check the map out more carefully particularly the northern part.

Now I have been inside the Sunken Crown and I've walked up to the throne that is well worn by butts (it says in text hover).  But haven't seen King Wingauro as said in guide.  I'm not sure if I have the Keihoa trinket maybe that's where I went wrong?  But need to check later after the football game I'm watching haha.  I have found Current's Rush scepter on the Drowned Kingdom map, but I have not gotten the Twin Eels Greatsword.  I am guessing it's inside the Sunken Crown?  But there is water in the Sunken Crown in the East part.  I also need to more carefully look at the northern part of the Drowned Kingdom map.

The main thing is I don't see King Wingauro at his thrown.  Could that be triggered by? : the Keihoa trinket (if I missed)?  hitting a basin I missed (triggering)? getting the Twin Eels sword (trigger)?

Thanks!  Trying to see all the content of the game I'm level 20 just needing to clear quests and complete the game!

I've been to all of the places on this guide map 1-4 that have wandering souls (or soul fragments) and I have only 3 soul fragments found in my journal.  I have gotten th Twin Eels sword.  Still King Wingauro is not appearing and I haven't found the 4th even though I've been everywhere on this map.

Hm, never had a problem with this. Are you sure you have visited all places with wandering souls? Maybe try some bounding boots and check if you really have been to all places of the map(s). With bounding boots you can shortcut (aka jump) to map areas - where you otherwise would need to solve a puzzle to unlock the way.

I figured it out with the help of the guide visiting the areas with the wandering souls from the guide.  It turns out why I couldn't find the third soul is that it was right next to the basin you tip to give access to the fourth soul.  They were stacked right on top of each other and I didn't notice previously!
