I'm not sure... Auranic for example will run out of spells until she's Brilliant. Not sure about non-Kith enemies like Concelhaut etc. I usually try to eliminate them BEFORE they run out of spells :);).

EDIT: Silly me just remembered a previous long Concelhaut fight and he did run out of spells - at least the higher level ones.
