What triggers the missive from Stalwart - I seem to recall it occurring very early on (perhaps the first time you leave Nekataka in your ship). I am currently at level  6 and still don't have it...?

It also depends on your PoE story. It only occurs if you did some special things with Durgan's Battery I believe.
