Why am I being "pursued" by every major faction ship?

I have positive relations with everyone; in fact, it's plus 3 or over with everyone except Royal Deadfire Company. Yet, every major faction ship I come across chases me. Is this a bug? I don't recall this occurring in prior games.

Edit: Hmm, I wonder if it was because I was flying Principi flag? I haven't had this occur since I took it off.

    YES! You were flying a pirate flag. It matters which flag you fly. That's why you can collect them. 😄
