I've started over a couple times during my time playing Grounded, and at this point having to re-do Mutations, aswell as gathering science for Unlocks has gotten quite tedious. 

 

So I am wondering what the future plans for these functions are, kinda hoping that progression within those two areas is something one can keep between save files.

i say no.  if you start a new game you should start it with everything fresh and new, if not what's the point of starting over?

If you don't want to lose your Perks and Unlocks .... 
Stop Starting Over.
