Wondering what some of you are using for weapon and mods to get a good sniper rifle.

I just use an assault rifle with the 'Super-duper-scoope' (what its name?).

Did you know there is a sub-forum dedicated to character builds and tactics?  That isn't designated spoiler free, might be a helpful resource to get your question answered more in depth.  I will say so far any gun I have been able to put an extendo scope on has allowed me to snipe effectively.
