What are the stats on Concelhaut's Crushing Doom (patch 5.0) and is it scaling with PL??

I'm planning a build and  while reading the forums, I noticed two things about Concelhaut's Crushing Doom:

  1. At one point, it was classified as an Illusion Spell. Is this still the case?
  2. At one point, it wasn't scaling with PL (either the Illusion PL bonus from gear or Concelhaut's Pet's bonus)--has that been addressed?
