The Game Won't Create Save Files

Problem: 
The game will not create save or quicksave files but works perfectly otherwise.

System:
Windows 7 Ultimite 64bit
AMDFX 8350 8core
12GB Ram
NVIDIA GeForce GTX 960

Attempts:
I have deactivated my firewall.
I have deactivated steam sync.
I have deleted "locallow" and "local" Obsidian folders
I have checked "My Games" in "Documents" and "Saved Games." Both Have Pillars of Eternity folders.
I have verified the integrity of game cache.
I have run as administrator.
I have run in compatibility mode for Vista and XP.

Please help. I've exhausted every other recourse and troubleshooting forum. Please help.

Configure browser push notifications
Chrome (Android)
  1. Tap the lock icon next to the address bar.
  2. Tap Permissions → Notifications.
  3. Adjust your preference.
