Title. Thinking of a nuker focus generating cipher. Does it work?

Nope. Unless the spell comes from a weapon (say Amira's Wing Wilting Wind or Engoliero do Espirs Ghost Blades).

There are also some OP spell-like effects, like Kitchen Stove Thunderous Report.
